Woman charged with animal cruelty after dog found frozen

MASSACHUSETTS -- Kristen Leigh Meninger, 27, of 2113 Horns Point Road was served a criminal summons for multiple charges involving animal cruelty after a pit bull was found chained outside of her home, apparently frozen to death, Dec. 12, according to Dorchester Sheriff James W. Phillips Jr.

Phillips said Dorchester County Animal Control Officers found the dog had an open wound on one leg and was being kept outside without food or water.

The sheriff said Meninger was cited on charges of animal cruelty, inflicting unncessary pain and suffering; animal cruelty, failure to provide food and water; aggravated animal, restraining a dog outside in a manner that restricts access to food and water; and unsafe and unsanitary restraint of a dog.

A preliminary hearing in the case is scheduled Jan. 27, 2014, in Dorchester County District Court.
